Fiscal Court approves 2023 contract for trash pick-up

McCreary County Fiscal Court met for their regular November meeting (11-10-22) to deal with several routine items of business, including signing contracts for municipal trash collection and animal control shelter facilities.
Items the Fiscal Court took action on included the following:
- Accepted bid proposal and signed contract with Scott Solid Waste for municipal trash collection. Rates for garbage pick-up next year will remain the same for senior citizens and increase slightly to $17.50 per month for regular customers. In the near future, the company anticipates going to automated trucks that will automatically hoist and dump trash containers. When the automated system begins, Scott Solid Waste will provide one specific type of 95 gallon trash container to each of its customers. With the use of automated trucks, drivers of the garbage trucks will not have to get out at each stop to manually dump garbage containers into their trucks.
- Accepted and signed two year contract ($50,000 per year) with the McCreary County Animal Protection League for animal control shelter services.
- Authorized EMA to study specifics of bids received on a generator for the McCreary County Park and to proceed with low bid if specifics are comparable.
- Accepted Hughes Cemetery Road into county road inventory due to mapping error.
- Reappointed Tim Freels and Jonathan Strunk to the McCreary County Extension Board with Laci Shelton and Zach Laprade as alternates.
- Reappointed Archie Spradlin to the Eagle/Sawyer Fire Protection District.
- Approved surplus items-dog box, jet printer, 1998 Ford Coroner’s ambulance.
- Approved McCreary County Gravel Rally for April 28/29 2023.
- Approved payment from incoming CDBG grant funds for OVC Project. The grant has approximately $30,000 left to spend. When the grant is spent, OVC will pay the federal/state funds back to the McCreary County IDA Board to use for economic development in McCreary County.
The Fiscal Court heard the following from community members and department heads:
Community members, Bon L. King and Justin Bozeman, spoke about the need for a bridge across the railroad at Mount Pleasant in Strunk. The crossing is frequently blocked for long periods of time by parked trains, leaving residents and emergency vehicles without safe passage. An overpass bridge has been placed in the state’s six year road plan and funding has been earmarked for planning and design. However, projects of this nature typically take several years to complete. Attorney Austin Price noted that the public might ask for assistance from federal leaders since the railroad operates under federal entities.
- EMS Director Jimmy Barnett noted EMS made 418 runs in October. 61 of those were non-emergency. 911 answered 1,084 calls.
- Park Director Melissa Vanover reported collecting $1,090 in fees from the Sandhill Park rental/camping facilities and $745 from the County Park.
- ABC Director Brenda Blevins urged citizens to not drink and drive and stressed the importance of having a designated driver. The county collected $9,353.47 in alcohol revenue in September. Merchants collected $197,855.61.
- Road Supervisor Tony Kidd reported the road department has been busy including working on such things as 15 calls concerning tree limbs/trees, three repaired bus turn arounds, six culverts, 22 pot hole patches, hauling 46 Mack truck loads of trash, ensuring salt equipment is ready to go when needed, etc.
- EMA Director Stephen McKinney noted an increase in the number of local grass/forest fires. He reminded the public of the burn ban from 6:00 a.m. through 6:00 p.m., effective through December 15. McKinney noted individuals are being ticketed for ignoring the ban.
- Judge Green reported for Tourism Director Michelle Perry who was out-of-town for training. Tourism collected $740. 99 in transient taxes in October.
- Judge Greene recognized and thanked veterans. He noted the McCreary County Christmas Parade will be on December 3, 2022.
- In other business, Fiscal Court voted in favor of a motion made by Roger Phillips to improve handicap access at the Sand Hill RV Camp restrooms.
The McCreary County Fiscal Court meets on the second Thursday of each month at 6:00 at the McCreary County Courthouse.
